Protected Areas in Japan
The Natural Parks Law is the legal basis for Japan's Natural Parks.
The Law has three main goals: to conserve scenic areas and their ecosystems; to promote the utilization of those scenic areas; and to provide for the health, recreation, and environmental education of the people.
Under the Natural Parks Law, natural parks are organized into three categories:
  • National Parks, which are areas with the greatest natural scenic beauty and ecosystems at the national level and are worthy of being national scenic and outstanding ecosystem sites in Japan
  • Quasi-National Parks, which are areas of great natural scenic beauty at the district-level and adjacent to the National Parks;
  • and Prefectural Natural Parks, which are areas of prefectural-level importance and are designated by the prefectural governor.

The Ministry of the Environment manages the National Parks system in Japan in close cooperation with prefectural governments, municipal authorities, landowners, and the private sectors. Quasi-National Parks and Prefectural Natural Parks are managed by the prefectural governor. In accordance with the Natural Parks Law, law enforcement in national parks is the responsibility of National Park rangers and other staff members and local government officials in collaboration with landowners and the private sector.


The Nature Conservation Law, the basic framework for nature conservation, protects and manages natural resources and natural ecosystems aided by other related laws.
The Nature Conservation Law makes provisions for the establishment of the following areas:

  • Wilderness Areas are areas that preserve and maintain the original ecosystem and that are free of human influence
  • Nature Conservation Areas are natural areas that preserve and maintain specific natural ecosystems
  • Prefectural Nature Conservation Areas are areas other than marine areas that preserve and maintain valuable natural environment at the prefectural level.
